I think you are right, Bob. They are heavily playing the tax rebate angle.
For $4500 you can buy a set of photovoltaic panels, inverter and some batteries for your cabin (or dome) in the Ozarks.



You can also get a 10 foot wind turbine and tower for that kind of money.  I wish Missouri were more into alternative energy but then I would not want to put up with what they have to in California.

Sal,
     I think it only becomes viable because of some of  the large 
government incentives, whereas the cost becomes near zero with both  federal and 
state tax incentives.  You also need to divide the retail  cost plus operating 
cost by the 25 year operating period. If you have a  cabin in the Ozarks with 
no available electricity, and little usage, and  moderate winds, then this 
might be an economical option for the builder, if  combined with a battery 
storage system, while a possible loosing situation for  the subsidizing tax 
payer.
