Victor Li is the guy that is at the cutting edge of most PVA-ECC mixes.
A person that is very interested in thin shell construction and consults on using PVA fibers is 
Richard McCabe rmccabe at alumni.princeton.edu
When I first met Richard, his personal quest was to spray 1/2" thick dome shells for homes. He 
helped me spray a 1/4"-  test shell in my back yard. It was amazing how strong it was.
