Congratulation on the plumbing.
Too bad on the water heater.  Perhaps that same heater is sold by someone else who HAS received the ASTM approval.  Where did you buy it?
Bosch Aquastar is an alternative, but likely higher priced.

I did or do have one issue though. My tankless hot water jeater (CENTON  
M777) failed inspection due to the fact that it was not ASTM approved or  
certified. All tankless hot water heaters here in KY have to have that.
